Step 3:  Sign up for Marketplace Web Service

When you click Sign Up for MWS it takes you to a screen where you enter some information.  In the section that looks like this:

Developer ID:  6675-5414-6591

You will be forwarded to a confirmation screen.  Please save a copy of the screen. You will enter the MerchantId and MarketplaceId in the Account settings after you log in to the program.   Use Copy-Paste if possible, since it is so easy to copy a long ID incorrectly.
